Acting Commissioner Celina Cunningham

Acting Commissioner Celina Cunningham advises the Governor on energy issues, leads the Maine Department of Energy Resources (DOER), represents Maine in regional and national forums, and serves on the boards of the Efficiency Maine Trust and the Regional Greenhouse Gas Initiative. Prior to her appointment, she served as Deputy Director for the Governor's Energy Office since 2020, and then as Deputy Commissioner of DOER. A seasoned leader in energy and natural resources policy, she brings a distinguished record of engagement at the state and federal levels as well as expertise navigating the intersection of public policy and energy issues. Previously, Cunningham held senior leadership roles in both the private and public sectors, including as a Senior Advisor at the U.S. Department of the Interior and as a Legislative Director for a member of the U.S. House of Representatives. Celina holds a Bachelor of Arts from Colorado College and a Master of Business Administration from the University of Maine.
