Coplin Plantation Subdivision (SP 4103)

On November 4, 2025, the Commission received an application for a Subdivision Permit (SP 4103) pursuant to 12 M.R.S § 685-B from Loaf Land Development, LLC (the Applicant). The Applicant is seeking approval for a twelve-lot, high-density, basic layout, upland, residential subdivision in Coplin Plantation, Franklin County. The Subject Parcel is approximately 24.5 acres in size and described as Coplin Plantation Map 7, Lots 2 and 12. The Subject Parcel is located within the Residential Development (D-RS) subdistrict.

The Commission received multiple requests to hold a public hearing on the application. On April 30, 2026, LUPC staff determined that the application was complete for processing [see LUPC Chapter 4, § 4.05(A)(5)(a)], marking the beginning of the 45-day period within which the Commission must decide whether to hold a public hearing. At its regular business meeting on June 10, 2026, the Commission voted to hold a public hearing and conduct a site visit.

The site visit will take place on Tuesday, October 13, 2026, at 1:30 PM. The Commission will gather across the street from 44 Mountain Road in Coplin Plantation (at the ‘top’ of Mountain Road) at the entrance to the proposed subdivision.  While members of the public may attend, comments may not be made during the site visit and must be reserved for the public hearing.

The public hearing will take place on Tuesday, October 13, 2026, at 6:00 PM at the Town of Eustis Community Building, 84 Main St, Eustis, Maine. Notice for the hearing and site visit has been provided to the persons and by the means specified in LUPC Chapter 4, § 4.04(B)(5)(a) and is available in the table below.
