Madrid Township Rezoning for Residential Subdivision (ZP 806)

On April 22, 2026, the Commission received a petition for an application for Zoning Change pursuant to 12 M.R.S § 685-A(8-A) (Petition ZP 806) from Walter Haines (Applicant) regarding property in Madrid Township, Franklin County. The Subject Property is approximately 145 acres in size and described as Maine Revenue Service Map FR029, Plan 06, Lots 17, 19.2, 30.1, and portions of 17.1 and 30. Current zoning on the Subject Property is General Management (M-GN) subdistrict, Great Pond Protection (P-GP) subdistrict, Wetland Protection (P-WL1, P-WL2 & P-WL3) subdistrict, and Shoreland Protection (P-SL2) subdistrict.

The Applicant proposes to rezone the Subject Property to the Residential Development (D-RS) subdistrict, with the future intent of developing a residential subdivision. 

This phase of the process involves rezoning only.  The Commission’s review is limited to the requested rezoning. This application does not seek subdivision approval, and no subdivision proposal is before the Commission at this time. Any future development, including any subdivision proposal, would require a separate application and review process, including, but not limited to, issuance of a new notice of application and public process.
