MLRB Rulemaking Hearing

The Maine Labor Relations Board (MLRB) will conduct a public rulemaking hearing at 2:00 p.m. on May, 7, 2025, remotely via Zoom. The MLRB will also provide the public access to this meeting at its office at 19 Elkins Lane in Augusta.

The MLRB is proposing to make the following changes to Chapters 10 and 11 of its Rules:

  • Permitting the electronic filing of digital scans of hand-signed Showing of Interest and Employee Authorization forms in lieu of filing the physical originals
  • Conforming the rules with recently enacted legislation, including:
    • Expanding the availability of majority sign-up petitions to include all employees covered by Maine's four public-sector collective bargaining laws,
    • Allowing for bargaining agent merger elections, and
    • Confirming the eligibility of employees with less than six months tenure to engage in collective bargaining.
  • Clarifying that the MLRB will post notices, including notices of elections and sample ballots, electronically on the Board’s website rather than on the existing bulletin board at MLRB offices.
