The Panel of Mediators' central purpose is to facilitate resolutions to bargaining impasses involving public-sector employers and bargaining agents (unions). Specifically, if an employer and a union are unable to reach agreement in their negotiations, they can request that a mediator from the Panel be assigned to help them achieve a resolution to their bargaining dispute.
