Mission

The State Board of Arbitration and Conciliation (BAC) sits as a three-person panel, drawn from Governor-appointed members and alternates, with a public representative, serving as the neutral chair, an employer representative and an employee representative.

The BAC is available to provide the labor relations community with three services: (1) fact-finding for unresolved bargaining disputes, (2) conciliation and interest arbitration if mediation and fact-finding are unsuccessful to resolve a bargaining impasse, and (3) arbitration for grievances alleging a breach of a collective bargaining agreement.
