Maine Laws Suspended by People's Veto
Last updated: May 2020

Introduction

Since 1909, the Maine State Constitution has provided for a “people’s veto” by which voters can petition for a referendum on whether legislation passed by the Legislature should take effect (see Art. IV, Pt 3, §§17, 19, and 20). A successful petition to repeal a law that is not yet in effect, suspends the effective date of the legislation until after the referendum is held.

This legislative history documents the use of the people’s veto in Maine (29 people’s veto attempts have gone to referenda). For the legislative history of the constitutional provisions for the citizen initiative and people's veto, see our website on that topic.
