SNAP E&T Rule #9A – Participant Supports Update 

EFFECTIVE DATE: August 30, 2026

The Department adopts routine technical changes to 10-144 C.M.R. Ch. 609; Supplemental Nutrition Assistance Program – Employment and Training (SNAP E&T) rules to ensure consistency with other Department of Health and Human Services, Office for Family Independence Employment and Training programs. The adopted rule changes provide clarity that the most cost-effective approach reasonable for the Participant’s Individualized Employment Plan (IEP) must be selected for institutions charging tuition. In addition, clarifying language has been added that sets parameters for tuition reimbursement. Further, the adopted rule makes non-substantive changes to correct typographical errors, improve readability, and provide clarifying language for readers, participants, and Department staff.

This rule will not have an adverse impact on municipalities or small businesses.
