The Following Rule is Proposed:
10-144 C.M.R. Chapter 609; Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) Rules;

SNAP E&T #9 – Participant Supports Update
The Department proposes updates to 10-144 C.M.R. Ch. 609; Supplemental Nutrition Assistance Program – Employment and Training (SNAP E&T) rules to ensure consistency with other Department of Health and Human Services, Office for Family Independence Employment and Training programs. The proposed rule changes would provide clarity that the most cost-effective approach reasonable for the Participant’s Individualized Employment Plan (IEP) must be selected for institutions charging tuition. In addition, clarifying language has been added that sets parameters for tuition reimbursement. Further, the proposed rule would make non-substantive changes to correct typographical errors, improve readability, and provide clarifying language for readers, participants, and Department staff.
The proposed rule changes would ensure the SNAP E&T rules are consistent with other DHHS, Office for Family Independence E&T programs in accordance with federal guidelines. In addition, the proposed rule changes would clarify for Department staff, applicants, and Participants that the most cost-effective approaches will be utilized to meet the goals of the Participant’s IEP.
The proposed rule changes could result in minor expenses/savings which can be absorbed within current SNAP E&T resources.
