How to Become a Vendor:
In Maine, attorneys representing indigent clients in cases paid for by PDS apply to PDS for expert funds. When PDS approves funds, the attorney hires the expert. The expert then submits their invoice to the attorney and then the attorney submits the invoice and other required documentation to PDS for PDS to pay the expert. The first step is to obtain a State of Maine vendor code. The vendor code must be included on every invoice that gets submitted to us for payment. Interested vendors can apply for a vendor code here. For private investigators only, they must first be approved by PDS to be a PDS-approved PI. Interested PIs should send a copy of their license and a signed copy of the Assigned Counsel Investigator Agreement to darcy.fisher@maine.gov. Please see the attached PI Agreement Document.
Limitations:
- PDS will only pay vendors for the maximum amount authorized on the fund's authorization. If the vendor anticipates that the invoice will exceed the amount authorized, the vendor should promptly notify the attorney so they may request additional funds.
- Mileage is paid at the State rate in effect on the date of travel.
- Travel expenses must not exceed the applicable GSA rates in effect on the date of travel.
- Airfare must be the least expensive option that is reasonably tailored to ensure the requested services can occur. PDS does not pay for first class airfare, upgrades, or travel insurance.
How to Get Paid on PDS Cases:
- The vendor submits an invoice and PDS abstract (click here to download abstract) to the attorney who hired them.
- The attorney submits the funds authorization, invoice, abstract, and a statement verifying that the services were performed satisfactorily to PDS.invoices@maine.gov.
