Increasing MaineCare Eligibility or Implementing State-funded Marketplace Subsidies: Impacts and Costs

In 2022 the Maine Legislature enacted P.L. 2021 Ch. 518, which directed the Office to study a variety of policy avenues to increase the affordability of health coverage in Maine. 

Building upon the work of the public option report, this report focuses on the remaining two policy categories included in the original 2022 directive, increasing enrollment in MaineCare and providing state-level subsidies for Marketplace consumers. Public Option Report

In 2023 the Maine Legislature enacted P.L. 2023 Ch. 87, which directed the Office of Affordable Health Care to produce a study of options for a fully publicly-administered public option plan. Read the Public Option Report (pdf).

Commissioned Work

Medical and Premium Trend Analysis

At the request of the Office of Affordable Health Care, Wakely Consulting Group (a Health Management Associates Company) analyzed historical medical trends and the associated impact on premiums in Maine’s merged market. This analysis found that outpatient facility services are the largest contributor to recent premium increases for individuals and small businesses. This work was funded by Arnold Ventures.

Overview of Health Coverage and Costs, 2025

In early 2024, the Urban Institute published a report projecting estimated coverage and health care costs for Maine residents in 2025. The report was produced using the Urban Institute's Health Insurance Policy Simulation Model.
