Request for Proposals: AmeriCorps Cost Reimbursement and Fixed Amount Grants

The Maine Commission for Community Service solicits proposals for AmeriCorps program operating grants under the AmeriCorps*State Competitive Cost Reimbursement or Fixed Amount program grants. Programs must be designed to enroll at least ten AmeriCorps members and utilize at least 17,000 hours of service during each of the 3 grant years.
Applicants must also propose to implement an evidence-based program model, use standardized performance measures to demonstrate accomplishments, and conduct an overall program evaluation. Program activities must fall within one of the funding areas: economic opportunity, education, environmental stewardship (including energy conservation/management), healthy futures, disaster services, and veterans and military families.
Eligible applicants include Maine non-profits, faith-based organizations, State and local units of government, higher education institutions, and national or regional organizations intending to operate an AmeriCorps program within Maine. Typical awards for range from $260,000 to $670,000, depending on the number of enrolled members. The number of awards will be determined by federal appropriations which have not been finalized at this date.
All proposals must be submitted using both an internet application system (eGrants) and hard copies of attachments. Complete proposals with required attachments must be received for opening by the Division of Purchases, Burton Cross Building, 4th Floor, 111 Sewall Street, 9 State House Station, Augusta, Maine 04333-0009, no later than 2:00 p.m. local time on December 4, 2014.
The State of Maine reserves the right to reject any or all proposals received.
