REQUEST FOR PROPOSALS

The American Recovery and Reinvestment Act of 2009 (ARRA) provides the State of Maine with economic stimulus funds for job creation, energy efficiency, renewable energy, weatherization, and workforce development. The Maine Public Utilities Commission’s (MPUC) State Energy Program (located within the MPUC’s Energy Programs Division or “Efficiency Maine”) has been designated to administer these programs. These are one-time funds, which must be spent or committed within two years.
The Energy and Carbon Savings Trust (Trust) is a distinct entity funded by revenue from quarterly Regional Greenhouse Gas Initiative (RGGI) auctions.
Pursuant to a competitive grant program, the Commission is seeking applications for large energy efficiency and conservation projects with the primary goals of reducing kilowatt hour (kWh) consumption, encouraging alternative and renewable energy, and decreasing ghg emissions.
Total funding for the projects is approximately $9 million, with about $6 million from ARRA and the remaining $3 million from RGGI. Grant awards are expected to range from $100,000 to $1 million.
Six (6) sealed hard copies of the proposal, plus one electronic copy in Microsoft Word format, must be clearly marked “RFA #200909522 Competitive Grants For Large Energy Efficiency and Conservation Projects” and delivered to the Division of Purchases, Burton M. Cross State Office Building, 4th Floor, 111 Sewall Street, 9 State House Station, Augusta, ME 04333-0009 no later than 2:00 p.m. local time on November 4, 2009. Please note that only proposals actually received at the 4th Floor of the Burton M. Cross State Office Building at or prior to the stated time will be considered; bidders submitting proposals by mail are responsible for allowing adequate time for delivery. Proposals received after the 2:00 p.m. deadline will be rejected without exception. BIDS RECEIVED AFTER THE ABOVE DATE AND TIME SET HEREIN WILL NOT BE CONSIDERED.
