Request for Proposals

The Central Maine Pre-Release Center of the Maine Department of Corrections wishes to contract with an agency/organization (hereinafter referred to as “Proposer”) to provide the following services for male prisoners who will be released from the Central Maine Pre-Release Center. The initial contract term shall be for a period of one year commencing on the date of contract award. Services to be provided include: Conducting needs and risk assessments, Coordinating community resources development, Providing post release reentry support program.

Individualized release plans for prisoners will be coordinated and integrated with existing treatment modalities and policies and procedures of the Maine Department of Corrections, the Central Maine Pre-Release Center, and the Division of Adult Community Corrections.

Five (5) sealed copies of the proposal must be clearly marked with the bidders name, return address and the notation: “Central Maine Pre-Release Center, Adult Case Management Services”, delivered no later than 2:00 p.m. local time Wednesday, July 8, 2009 to the Division of Purchases, Burton M. Cross Building, 111 Sewall Street, 4th Floor, 9 State House Station, Augusta, ME 04333-0009. Bidders submitting proposals by mail are responsible for allowing adequate time for delivery. Proposals received after the 2:00 p.m. deadline shall be rejected. Proposals will be publicly opened and the name of the bidders shall be announced at the date, time and place specified above. No other information will be made public prior to evaluation and contract award notification. The State reserves the right to reject any or all proposals.
