Service ContractsContracting With Maine Maine state government contracts for services in several ways. Three major agencies have responsibility in these areas: the Division of Purchases, Bureau of General Services and the Department of Transportation. DIVISION OF PURCHASES The Division coordinates the purchase of nearly all services used by government except architectural/engineering services, construction services and DOT projects. All requests for proposals and contracts originate at the department level, following rules developed by the Division. Services with a cost greater than $5,000.00 are processed either through a request for proposal process or through a sole source procurement where appropriate. The sole source requirements are (1) is available only from a sole source; (2) is of such narrow scope or constraint that the need can be met satisfactorily only by a single source; (3) is of such compelling urgency that government operations would be seriously impaired by delay inherent in following competitive procedures; or (4) otherwise is the most economical, effective and appropriate means of fulfilling a demonstrated need. Requests for proposal are advertised for 3 consecutive publication days in the Kennebec Journal of Augusta, Maine and for Maine vendors on the Market Development Center's bid match system, as well as the Division of Purchases Intranet Homepage. Instructions on how to obtain copies of the bids, when and where to respond and general service requirements are included in the ad. Formal notification of award is made to all respondents. BUREAU OF GENERAL SERVICES The Bureau contracts for Architectural/Engineering Services and building construction. Architectural & Engineering Services These services are purchased by using a quality based selection process and with recommended contract fees established in a schedule published by the Bureau. Major opportunities are advertised in the Kennebec Journal of Augusta, ME. Construction Services These services are bid by the Bureau. Opportunities are advertised in the Kennebec Journal of Augusta and or posted on the Division of Purchases Homepage. These contracts are usually for general contractors and are awarded to the lowest responsible and responsive bidder. The Bureau utilizes the filed sub-bid system for sub-contractors but has no responsibility in the selection or award of sub- contractors. DEPARTMENT OF TRANSPORTATION The Department of Transportation manages a procurement system for the construction of all ways, bridges and appurtenances.
