Training and Employment Guidance Letter No. 04-21 published by USDOL Employment and Training Administration put forward modification requirements for the Workforce Innovation and Opportunity Act (WIOA) State Plans for Program Years (PYs) 2022 and 2023. Modifications are a normal part of the four-year state plan schedule.

The updates required by the TEGL 04-21 focus most heavily on changes to the workforce system due to the impact of the COVID-19 pandemic.
