This is a new rule proposed by the Maine Office of Community Affairs. This rule defines the procedures and criteria to be used in the appeal of grant awards, outlines the appointment of a hearing officer, describes procedures to be used in hearing an appeal and how appellants will be notified of final agency action pursuant to 5 M.R.S. §§ 9051,
9052-9064.
