Legislature advances bill to improve early college programs

AUGUSTA - The Maine Legislature unanimously gave initial approval to a bill on Tuesday that would study and recommend improvements to the state's early college programs. The measure is sponsored by Rep. Maggie O'Neil, D-Saco.

As amended, LD 1880 would direct the Public Higher Education Systems Coordinating Committee to convene a stakeholder group to study equity and access regarding the state's early college programs in collaboration with the Maine Independent Colleges Association and the Department of Education. O'Neil introduced the bill after students in Saco brought to her attention that textbook costs can be an impediment to entering early college programs.

"Enrolling in early college courses has been proven to have many benefits for students," said O'Neil. "This bill will help identify potential areas of improvement, eliminate barriers and create equitable access so that every Maine student who wishes to partake in an early college program is able to do so."

The stakeholder group would review and make recommendations on establishing state standards for dual enrollment certification, improving access to navigational support for high school students, increasing how and when public colleges accept credits taken through early college programs and lowering the costs of textbooks and other course materials, among other areas. It would be required to present its findings to the Legislature by February 1, 2023.

The bill faces further votes in the House and Senate.

O'Neil is serving her third term in the Maine House. She is House chair of the Agriculture, Conservation and Forestry Committee and a member of the Government Oversight Committee. She represents District 15, part of Saco.
