AUGUSTA - The Legislature gave final approval on Tuesday to a measure sponsored by Rep. Adam Lee, D-Auburn, that would create a transportation infrastructure that prioritizes the safety of Mainers and advances thoughtful development.
"In Auburn, we have experienced multiple avoidable tragedies because Maine's bicycle and pedestrian infrastructure are inadequate," said Lee. "The 2022 Bicycle Friendly State Report Card gave Maine's bike and pedestrian infrastructure a C- rating, and recent years have been some of the most dangerous on record for pedestrians in Maine. This bill would prioritize the safety of all roadway users while emphasizing thoughtful land use as the fundamental aspects of street design."
As amended, LD 1674 would ensure the Maine Department of Transportation (MDOT) pursues projects that provide safety and access for all road users by adopting rules to ensure bicyclists, pedestrians and motor vehicle users have safe and efficient access to transportation systems. When adopting these rules, MDOT would need to consider safety metrics and crash data and allow municipalities to request road safety evaluations.
The bill would also advance thoughtful development by prioritizing projects contributing to walkable neighborhoods, developing vacant or underutilized lots and supporting land preservation.
Finally, MDOT would evaluate how speed limits are set and provide recommendations for changes to state, county and municipal street design standards. MDOT would report its findings to the Legislature's Transportation Committee by Jan. 3, 2024.
The bill now heads to the governor's desk.
Lee is serving his first term in the Maine House and is a member of the Legislature's Judiciary Committee. He represents House District 89, which includes a portion of Auburn, including its downtown.
