Lawmakers approve Arford bill to study creation of state-level public option health plan

AUGUSTA - Lawmakers gave final approval Wednesday to a measure from Rep. Poppy Arford, D-Brunswick, to explore the creation of a state-level public option health plan.

"Access to affordable health care for all is a priority for me, because it is a priority for Maine people," said Arford. "As a longtime advocate for patients and health care consumers, I have heard from countless people who have struggled to access the care they need when they need it. This bill will put our state on a path to reduce costs, expand choice and improve coverage for everyone."

LD 1856 directs the state's existing Office of Affordable Health Care to prioritize studying the creation of a public option health plan. Possible choices include a fully publicly administered plan that may be eligible for tax credit on the health insurance marketplace or a MaineCare buy-in program. The office would be required to report back to the Legislature with their recommendations by Jan. 31, 2024.

According to a recent poll, nine out of 10 Mainers believe it is "highly important that everyone in the state has access to comprehensive health insurance." Three-quarters of Mainers support the creation of a public option.

The bill now heads to the governors desk.

Arford is serving her second term in the Maine House. She represents District 101, part of Brunswick, and serves on the Health Coverage, Insurance and Financial Services Committee.
