Committee advances Brennan bill to support transitional housing for chronically homeless Mainers

AUGUSTA - The Legislature's Joint Standing Committee on Health and Human Services voted to advance legislation on Tuesday sponsored by Rep. Michael Brennan, D-Portland, which would provide ongoing funding for Elena's Way, a Portland-based transitional housing program that serves up to 40 people who are chronically homeless.

LD 599 would ensure that Elena's Way, which provides low-barrier, 24-hour shelter with comprehensive case management and daily living support services, can continue to serve individuals experiencing homelessness who also have medical, mental health or substance use-related needs. The bill proposes appropriations of $1.2 million in fiscal year 2023-2024 and 2024-2025.

"The uniqueness of Elena's Way is that it serves Mainers who have complex medical needs, histories of trauma, untreated substance use disorder and behavioral health issues who are often unable to access other conventional shelters," said Brennan. "I have watched Portland's transitional housing progress over the years transform from a couple of rows of cots on a concrete floor to comprehensive services provided in a home-like environment with regular access to food and beds in a trauma-informed space. We need to continue to support this model of care."

The bill faces further votes in the House and Senate in the coming weeks.

Brennan is serving his third consecutive term in the Maine House, having previously served four terms in the House and three in the Senate. He represents House District 115, which includes a portion of Portland, and serves as House chair of the Legislature's Education and Cultural Affairs Committee.
