AUGUSTA - A measure sponsored by Rep. Kristen Cloutier, D-Lewiston, that will reduce barriers for career advancement and strengthen Maine's workforce by expanding English language acquisition and workforce training programs was signed into law last week by Gov. Janet Mills.
LD 1684 would establish a grant process to provide funding to adult education programs to increase the availability of English language classes, which will reduce waiting lists and accommodate growing demand. The legislation would also create worksite-based, vocation-specific English language acquisition and job skills training programs designed to meet employers' specific workforce needs and help immigrants advance their careers in Maine.
Expanding adult language education was identified as the most immediate priority in the Governor's Office of Policy, Innovation and the Future's Supporting Maines Foreign-Trained Professionals report in April 2020.
"Mitigating the effects of our demographic challenges and declining population by reducing barriers for career advancement will provide a strong workforce for companies looking to locate to or grow in Maine," said Cloutier. "This bill creates a positive outcome for all, and I am grateful to have received the governor's support."
The measure will go into effect 90 days after the Legislatures final adjournment.
Cloutier is serving her second term in the Maine House and represents District 60, part of the City of Lewiston. She sits on the Appropriations and Financial Affairs Committee.
