Brennan bills to assist unhoused Mainers move forward

AUGUSTA - On Thursday, two measures to assist unhoused Mainers, LD 599 and LD 1422, both sponsored by Rep. Michael Brennan, D-Portland, were enacted in the House of Representatives.

LD 599 would ensure that Elena's Way, which provides a low-barrier, 24-hour shelter with comprehensive case management and daily living support services, can continue to serve individuals experiencing homelessness who also have medical, mental health or substance use-related needs. The bill proposes appropriations of $1.2 million in fiscal years 2023-2024 and 2024-2025.

LD 1422 would establish a formal pathway for coordination between Maine's public school system and the Maine State Housing Authority via a voucher program, which would allow both entities to better serve Maine students who are experiencing homelessness. This bill appropriates one-time funding of $2 million in fiscal years 2023-24 and 2024-25.

"Over the years, I have witnessed the necessity for more resources to assist our unhoused children and adults, not just in Portland, but across the state," said Brennan. "LD 599 and LD 1422 can help offer our community members the shelter and additional support, including mental health and substance use services, that they need."

The bills face further votes in the coming days.

Brennan is serving his third consecutive term in the Maine House, having previously served four terms in the House and three in the Senate. He represents House District 115, which includes a portion of Portland, and serves as House chair of the Legislature's Education and Cultural Affairs Committee.
