The Office of Attorney General is looking to hire an individual to fill a part-time Research Assistant, Domestic Abuse Homicide Review Panel Coordinator vacancy for our Augusta office, Criminal Division. The Panel’s primary objective is to perform case reviews of closed domestic violence homicides for the purpose of making systemic observations and recommendations with the goal of reducing deaths from domestic violence homicide. The Research Assistant will provide administrative staffing to the Panel in support of its monthly case review and biennial report.
The ideal candidate must be self-directed, highly organized, and independent with the ability to establish and maintain effective working relationships. The ideal candidate must be able to communicate pleasantly, clearly and effectively with colleagues, detectives, office staff, members of the public, and attorneys employed both internally and externally to the OAG. The candidate must have strong writing and interpersonal skills.
Representative Tasks: (A position may not be assigned all the duties listed, nor should the listed examples be considered all-inclusive).
- Gather and disseminate material for the reviews;
- Track and formalize the observations and recommendations of the Panel into a biennial report;
- Facilitate the development and implementation of recommendations stemming from the case reviews;
- Maintain resource files regarding domestic and sexual abuse;
- Draft and disseminate the biennial report to the Legislature;
- Implement recommendations from the biennial report;
- Coordinate a database of all Maine domestic violence homicides;
- Identify trends and data within the database; and
- Serve as liaison between the Panel and a variety of relevant groups and organizations.
Entry Level Knowledge, Skills and Abilities Required: (Applicants will be screened for possession of these through written, oral, performance, and/or other evaluations).
- Ability to use discretion and judgment in disclosing information;
- Ability to take minutes at meetings
- Familiarity with domestic abuse homicides preferable but not mandatory
- Overall understanding of the dynamics of domestic violence;
- Experience in working with victims of domestic violence;
- Ability to operate personal (desk/laptop) computer;
- Knowledge and skills with Microsoft Office programs including Word, Access and Excel;
- Knowledge and skills to enter, track and report statistical data upon request;
- Ability to understand, explain and interpret constitutional provisions, statutes, administrative regulations and case law;
- Knowledge and skills to communicate effectively orally and in writing;
- Completing any research and obtaining any records requested by the Panel to inform their ongoing case review work;
- Compiling and distributing all pertinent homicide case records to the Panel for each case review, including medical records when appropriate;
- Working with the prosecutor and/or the lead detective to present an overview of the homicide, information about the relationship of the parties and any relevant events leading up to the homicide;
- Ability to establish and maintain effective working relationships;
- Knowledge and skills to generate and derive statistical outputs from the data and;
- Strong writing skills
Full Performance Knowledge, Skills and Abilities Required: (These may be acquired on the job and are needed to perform work assigned).
- Making recommendations and provides assistance to Panel members in order to assist in the decision making process;
- Ability to analyze solutions, reach logical conclusions and make sound recommendations;
- Basic knowledge of law enforcement investigative reports and processes;
- Compile complex legal documents in order to facilitate case review process;
- Ability to draft and edit a lengthy, comprehensive report based on recommendations of the Panel;
- Ability to analyze data generated from case reviews;
- Assist in the implementation of Panel recommendations through meeting with relevant groups and organizations;
- Serve as a resource for the Office of the Attorney General for domestic violence related issues;
- Draft meeting notices, agendas, minutes and case file summaries;
- Distributing national reports and studies on domestic abuse and sexual assault and other pertinent information to Panel members;
- Working with the Commission and the Panel members to implement the Biennial Report; and
- Presenting the Biennial Report to domestic abuse task forces around the state.
Minimum Requirements:
Bachelor’s degree and 2 years of experience in domestic abuse advocacy or legal services agency. Equivalent related experience may be substituted for education on a year-for-year basis.
Preference will be given to individuals who have an overall understanding of the dynamics of domestic violence
