George is the Director for the Community Assistance Team. This team consists of the Waste Management and Recycling Program, Code Enforcement Training and Certification Program, and the Flood Plain Management Program. He has more than 20 years of varied experience with solid waste programs and activities, having worked in the waste management and recycling field through positions at both the public (local and state) level and with the private sector. His major tasks at SPO include: ensuring that the policies and statutory requirements of these programs are implemented; oversight of the operation of the State-owned landfill known as Juniper Ridge; coordinating programmatic and policy development efforts with the Legislature, other state and regional agencies, as well as with interstate organizations; and managing the team's finances and personnel.

Sam has worked in solid waste management programs at two different regional programs at the municipal level, as well as in two positions at the state level, in Maine. His current duties include: delivering technical assistance and guidance to citizens and towns on solid waste management, recycling, composting programs; exploring possible pilot project ideas that would assist in expanding or improving current efforts; facilitating and delivering training programs for solid waste operators; assisting with policy and planning needs of the program; and providing information on solid waste management program efficiencies, costs and benefits.

Bruce has been at the State Planning Office since 1990. He arrived at the SPO, as a member of the Energy Policy team of the Office of Energy Resources, at the time of the distribution of the OER activities and responsibilities in state government. His experiences also include being a teacher in vocational education at various locations in the State, as well as being a librarian for UMA. Since 2003, Bruce has been the program's education coordinator and in that capacity, heads up statewide education efforts, such as Maine Recycles Week, as well as assisting in regionally provided workshop settings and teacher association meetings. He also works with the various Reusable Resource Centers located across the state. Bruce is available to work with schools, municipalities and institutions on waste management and recycling promotion and education efforts.

Jetta recently joined the State Planning Office after moving from Seattle, WA where since 1990 she specialized in public education and outreach. Her award winning recycling education programs have helped establish Seattle’s reputation as an environmental leader. In 2003 Jetta spent a year in Saco where she developed a three-cart trash/recycling system, our state’s first automated collection program. She has joined the SPO team to re-energize recycling in Maine. Her current responsibilities include the oversight and development of the ‘Maine Recycles’ promotional campaign and its coordination, as well as delivery of the campaign to municipal and regional recycling programs.


RHONDA CARTLIDGE, Office Associate -- phone: (207) 287-8934 E-mail
Rhonda came to the State Planning Office in 2001 from the Department of Environmental Protection, where she worked in both the Bureau of Remediation & Waste Management and the Bureau of Land & Water Quality. Rhonda serves primarily as the support staff for the Waste Management & Recycling Program but also assists the Code Enforcement Training and Certification Program and the Flood Plain Management Program. In addition to assisting staff in their day to day activities, she handles telephone calls and is responsible for fulfilling publication requests. Rhonda also oversees the periodic updating of the 'Municipal Recycling Program Guide' and the 'Waste Management Services Directory'.
