Routine Program Changes
123rd Legislative Sessions

Section 307 of the Coastal Zone Management Act (“CZMA”), the so-called “federal consistency” provision, provides that federal agencies shall conduct their activities consistently with the provisions of state environmental laws and rules that NOAA has approved as enforceable policies of Maine’s coastal zone management program. In accordance with 15 C.F.R. §923.84, the Maine State Planning Office (“SPO”) is submitting to the federal National Oceanic and Atmospheric Administration, Office of Ocean and Coastal Resource Management (“NOAA”), for review and approval as enforceable policies of the Maine Coastal Program the following public laws enacted by the 123rd Maine Legislature, Second Regular Session and First Special Session, in session from January 2, 2008 to March 31, 2008 and April 1, 2008 to April 18, 2008, respectively: PL 2007 chapters 507, §1; 527, §1; 533, §1; 534, §§1-4; 541, § B-1-4; 558, §§1-5; 559, §§1-5; 569, §§ 2-4, 6; 574, §1; 582, §1; 583, §§1-6; 584, §§1-2; 589, §§1-6; 593, §1; 616, §§1-8; 643, §§1-2; 649, §10; 655, §§1, 3-17; 656, §A-1; 661, §§A-7, B-5-7,9-12, C-1-5; 680, §1; and 695, §A-11.
SPO has determined that these changes are routine program implementation and has requested that NOAA concur with this determination.
