OVERVIEW: Maine DOE School Food Service Reimbursement (SFSR) System

The Maine Department of Education has a new School Food Service Reimbursement (SFSR) system. SFSR is a state-of-the-art, interactive Web-based system developed in-house by the Bureau of Information Services using Oracle database 8.05, PL/SQL 8.05, and Oracle Application Server 3.01 on an NT 4.0 server. A combination of Oracle database and application-based security procedures control system access. Information updates the database immediately upon successful submittal (i.e., clearing all entry form edits), with 7x24 system availability providing maximum flexibility to all users. The intended user population includes all local Maine schools (public, government, and private), all local educational authorities or districts, and all legal agents for those authorities (superintendents, heads of school, etc.), plus program auditors, Department of Education management, and members of the public interested in this government sponsored program.

Client PCs need only an Internet connection and a basic Web browser (Java-enabled browsers are not required) to use all of the system's functionality: create "canned" reports on demand, view all documents filed via SFSR, and (with a user ID and password) file forms related to the schools being reimbursed for their expenses incurred providing breakfast, lunch, and milk to eligible students under the USDA School Nutrition Program.

Local schools enter monthly cost and count information which is rolled up into a Claim for reimbursement for each school district. The district director adds district-specific information to the "pre-filled out" Claim form, and submits it for approval by the legal agent. Annual Applications and monthly Claim forms are electronically approved by the legal agent of each school district. Claims must be approved before being included on a monthly reimbursement file that is sent to the State's central accounting system (MFASIS) for payment. This reimbursement file is auto-scheduled and run by ESP software on the State's IBM mainframe. Once the reimbursement file is created, it is automatically sent by ftp to the IBM where it will be processed by the accounting system on a regular monthly cycle.
