Estimated penalties for non-conforming school administrative units
The spreadsheet below shows estimated penalties for each school administrative unit (SAU) in the state in the event that it does not comply with the reorganization law. Units that comply with the law will receive an incentive: the local mill expectation will be reduced as the penalty on non-complying units is redistributed to those units that comply. See notes below for additional information.

**Estimated Minimum Special Education by towns in SADs/CSDs and Estimated Minimum Special Education Receivers - these amounts assume that Special Education subsidy returns to 84% in FY '09-10 as required by law.
NOTES: The penalty shown is based on 2008-09 valuation, enrollment, statewide education costs, GPA and other data; actual figures for 2009-2010, the first year the penalties go into effect, cannot be calculated until that year’s data is available.
The actual incentive to units that comply with the reorganization law will depend on how many units do not comply and what the total of those penalties is. For 2008-09, each $10 million in penalties would result in approximately a 0.10 reduction in the local mill expectation (6.55 mills for 2008-09).
