The percentage is applicable only if the non-public school determines 
on the NCLB Non-Public Participation Form that the school plans to participate in a particular 
NCLB title.  
A "NO" in Title V Participating indicated the school refused Title V funds the previous year and their percentage
                                  for Title V grant calculation and transferring funds purposes is 0%
