Comprehensive Assessment System

2006 - 2007 Policy Advisory Committee Charter

ChargeMaine’s Commissioner of Education has established two standing committees to advise her on matters relating to the development of the Comprehensive Assessment System, the Technical Advisory Committee (TAC) and the Policy Advisory Committee (PAC).  The PAC advises the Commissioner on all aspects of the policy issues related to local /state assessment and the overall Comprehensive Assessment System (CAS).  In carrying out this advisory role, the PAC will collaborate/coordinate with TAC on local/state assessment in compliance with Maine statute and regulations, and the NCLB Act.
MembershipPAC will consist of the following roles:

    • School Committee Member
    • Secondary School Teacher
    • Middle School Teacher
    • Elementary School Teacher
    • Secondary School Principal
    • Middle School Principal
    • Elementary School Principal
    • Curriculum Coordinator
    • Superintendent
    • State Board of Education
    • Higher Education
    • Business Community
    • Special Education Director
    • Vocational Education Representative
    • Guidance Counselor

A current list of member addresses, phones, faxes and e-mail addresses will be maintained for all members.  If a member cannot attend a meeting, a replacement will not be named.  If a member, once selected, can no longer serve, the Commissioner shall make another appointment.

ParametersThe work of the PAC centers on the formulation of policy level recommendations to the Commissioner regarding the continued development and implementation of Maine's Comprehensive Assessment System.  Constant communications between the Policy Advisory Committee and the Technical Advisory Committee shall create the cohesiveness needed to assure that the elements of each advisory have been thoroughly considered.  Any assessment policy area impacting the achievement of the Learning Results is within the scope of the committee's work. This includes policies for both the state component (the MEA) and the local component of Maine's Comprehensive Assessment System.

MeetingsFull-day meetings will be held six times per year, every six weeks.  There may be work assignments for members between meetings.  E-mailing, conference calls, and smaller group meetings may be used between full group meetings to assure the efficient and the effective use of time during PAC meetings. 

Decision Making ProceduresDecisions will be by consensus of members present.  Voting will be used at the discretion of the chair when consensus cannot be reached.  When a decision has been made, the Chair will re-state it for clarity.

CommunicationsThere will be agendas and meeting notes for all meetings. All communications with the media and school administrative units shall be coordinated through the Department’s Chief of Staff.

RolesThe Commissioner shall appoint a member to serve as chair of the PAC.  A Department staff member will attend all meetings to make a record of proceedings. 

Charter LifeThis Charter shall be in force for one year unless extended by the Commissioner.
