Yes, if all of the following provisions are met:

If all of the provisions above are met, a teacher can be considered “Highly Qualified” even though they do not yet hold full state certification. To document that the teacher meets the “HQT” requirements under this provision the teacher and “HQT” Official should fill out the “Statement of Assurance”, “Plan to Become Fully Certified”, and “Verification Forms” and clearly mark on each form that the teacher meets the “HQT” requirements because “they meet the content knowledge requirement, are enrolled in an alternative route to certification, and are being provided with a rigorous and comprehensive support and mentoring program.” (Download this article as a PDF file) Click here to view archived "What's New" Articles |
