Conditional, Transitional, and Targeted Needs Certificates and NCLB “Highly Qualified” Teachers

10-20-04 - Is it Possible for someone who is not “fully certified” to meet the No Child Left Behind Act, “Highly Qualified” Teacher requirements?

Yes, if all of the following provisions are met:

  • They must have a major in the content assigned or a minimum of 24 credit hours, or an advanced degree in the content, or pass the appropriate PRAXIS II content test

AND

  • Be “enrolled” in an alternative route to certification program working toward full certification

AND

  • Be provided with a rigorous and comprehensive support and mentoring program by the school and/or school district.

If all of the provisions above are met, a teacher can be considered “Highly Qualified” even though they do not yet hold full state certification.

To document that the teacher meets the “HQT” requirements under this provision the teacher and “HQT” Official should fill out the “Statement of Assurance”, “Plan to Become Fully Certified”, and “Verification Forms” and clearly mark on each form that the teacher meets the “HQT” requirements because “they meet the content knowledge requirement, are enrolled in an alternative route to certification, and are being provided with a rigorous and comprehensive support and mentoring program.”  (Download this article as a PDF file)
