RE:                   Major Capital Construction and Renovation Rating Cycles

Recently I have received a number of questions from the field regarding the next round of Major Capital Construction applications and I wanted to take a moment to update you on where we are in this regard.

The State Board of Education rule, Chapter 61, which establishes the frequency of the Major Capital Construction application process and thus the schedule for field visitations is currently undergoing major revisions.  We anticipate that the revision process will be completed over the next few months.

It is important to note that the next rating cycle may not occur in the summer of 2006, but may be extended to 2007, or beyond.  When the rule revisions are ready to be proposed, there will be an announcement and an opportunity for public comment in accordance with the State’s rulemaking process.

Please know that I remain committed to improving public schools in Maine, and will continue to work to that end.
