RE:                  Essential Programs and Services (EPS) Transportation Funding Model Review

            The Department of Education, in cooperation with the Maine Education Policy Research Institute (MEPRI), was charged by the Legislature’s Education Committee during the first session of the 122nd Legislature with reviewing the EPS transportation funding model and making recommendations for any enhancements to the model.  EPS model quality and an appropriate level of funding for all school units would continue to be the overall objective of the EPS method of funding.  Thus we are asking once again for your assistance.

            The data being requested is for the 2004-05 school year and will be used to help determine if a modification may be necessary in the EPS transportation model to more accurately reflect the costs for pupil transportation.  The attached survey was developed in consultation with a group of superintendents, business managers, and transportation directors assembled for that purpose.

            It is imperative that we hear from every school administrative unit to ensure that we have the most current information for any refinements that may be considered for the EPS transportation model.  Please complete the online EPS transportation survey by Monday, July 31, 2006 to insure your transportation data is considered in the analysis and review.

            Thank you for your prompt attention to this request.  The information is vital to the ongoing development of an EPS transportation model that accurately and appropriately identifies the costs of pupil transportation for all school units.
