RE:                    December 13, 2004 - Informational Session on LD 1

Last week, Governor Baldacci submitted LD 1 An Act to Increase the State Share of Education Costs, Reduce Property Taxes and Reduce Government Spending at All Levels to the 122 nd Maine Legislature.

The bill fully implements Essential Programs and Services, implements the June 2004 citizen’s initiative for funding education, and increases the State share of education costs to 55% and special education to 100%, provides property tax relief for Maine residents, and establishes spending limits for education at the State and local level.  

The Governor, and the newly appointed Joint Select Committee on Property Tax

Reform, intend to schedule public hearings, hold work sessions and pass their bill by January 20, 2005.

The public hearing on LD 1 is scheduled for 9:00 A.M. on December 14, 2004, in Room 228 of the State House.   Committee work sessions are scheduled in the morning on December 15, 17, 21, 22, 28 and 29, 2004.

I will be meeting with the Superintendent Executive Committee on December 10, 2004, to brief them on the bill and answer any questions they may have.

This bill and initiative are important to all of us.   Therefore, I am pleased to invite you to a general briefing session followed by a question and answer session to be held on Monday, December 13, 2004, at 9:30 A.M., at Jewett Hall, University of Maine, Augusta.   Please join me to learn more about the bill and ways that we can all be effective in the process as this landmark legislation is considered and enacted.
