POLICY CODE:   CGD/GCA/GDA

TO:                 Superintendents of Schools, Principals, and “HQT” Coordinators

FROM:           Susan Gendron, Commissioner

DATE:            September 17, 2004

SUBJECT:     UPDATE: Reporting of No Child Left Behind, “Highly Qualified Teacher” and Paraprofessional Data

I am pleased to report that the Maine Department of Education has just recently received draft guidance from the United States Department of Education on how school districts will report their “Highly Qualified Teacher” data to the Department and how states will report this data to the United States Department of Education.  We are currently in the process of finalizing a user-friendly electronic survey, along with guidance and instructions, to be completed at the building level.  As soon as this survey is finalized an informational letter from me to Superintendents, Principals, and “HQT” Coordinators will be sent out with detailed instructions on how to forward to the Department the “Highly Qualified Teacher” data that was collected last spring for the 2003 – 2004 school year.

Your diligence and patience in this matter is greatly appreciated.  Please direct any questions regarding The No Child Left Behind Act, “Highly Qualified Teacher” reporting and other related matters to John O’Brien at (207) 624-6639 or e-mail: john.o’brien@maine.gov.
