RE:                  ATM Forum on School Funding and Regionalization

I am pleased to invite you to join me for an ATM Forum on the Spending Reform and Property Tax Proposal, which Governor John Elias Baldacci released yesterday afternoon.  The purpose of the ATM Forum is to provide each of you with more detailed information regarding his proposal, to get your input, and to answer any questions you may have about the proposal.

As many of you are already aware the Governor’s proposal includes proposed legislation for an additional $25 million dollars for General Purpose Aid (GPA), the implementation of Essential Programs and Services (EPS), a regionalization proposal including incentives for school administrative districts to form Regional School Cooperatives and Regional School Districts and the Efficient School Units incentive, as well as a property tax relief proposal.

We realize that this invitation comes on very short notice but we wanted to provide each of you, your school districts, and communities with detailed information as soon as possible.

Two Forums have been scheduled at four ATM sites around the State.  Listed below you will find the dates and times of the Forums along with the ATM sites and the appropriate contact person for each site.  (There is NO NEED to contact anyone about your participation unless you have specific questions about the site location where you plan to attend.)
