RE:                   Designation of Local Educational Agency Homeless Liaison


            Subtitle B of Title VII of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11431 et seq.) (see attached), amended and reauthorized as part of the No Child Left Behind Act of 2001, stipulates in section (1)(J)(ii) that the State must assure that ”local educational agencies will designate an appropriate staff person, who may also be a coordinator for other Federal programs, as a local education agency liaison for homeless children and youths.”


            Technical assistance for implementing the McKinney-Vento Act will be provided by the State Coordinator for the Education of Homeless Youth and Children, Ms. Shelley Reed. You may contact Ms. Reed at 207- 624-6637, or or by fax at 624-6700.


Initial training sessions for local liaisons will be held in late August and early September, 2002. Participants will receive training pertaining to:

·     local implementation of the McKinney-Vento Act;

·     identification of homeless youth and children in their school district;

·     conducting sessions to raise the awareness of and sensitivity to homeless issues with staff and students; and

·     ensuring the enrollment and educational participation of homeless children and unaccompanied youth.
