RE:                 Accounting Handbook IIR

 

            Currently, Joanne Allen and Suzan Cameron of my staff, with the assistance of a committee consisting of a Superintendent, former Superintendent, and two Business Managers, are in the process of revising Accounting Handbook IIR.  These revisions are necessary to provide an opportunity for school administrative units and the Department of Education to gather and analyze data in new ways, as well as complying with revisions being made at the Federal level.  An updated account coding structure will help provide information needed by policy makers at all levels to make sound decisions surrounding school funding and resource allocation as we move to Essential Programs and Services.

 

            Joanne and Suzan are currently working with accounting software vendors whose products are used by school administrative units to determine the impact on the users as well as to determine the time needed by the vendors to make any necessary software upgrades.  A summary of the status of this project will be presented to the Maine Association of School Business Officials at their October, 2001 meeting.

 

            The committee is hoping to have a draft copy of the new handbook available for use by school administrative units, beginning July 1, 2002.  This would be the transitional year to work with the new coding and identify any potential problems.  Full implementation of the new coding structure would begin on July 1, 2003.  The ability of the committee to meet this timeline is dependent upon the status of the Federal updates as well as the timeline required by the software vendors should any system upgrades by necessary.
