1. Determine eligibility under McKinney-Vento. If needed, use MV Screener Form Option 1. Document status in the student information system.
2. If the student is unaccompanied, determine caregiver if applicable. Use the Caregiver Template for general educational decisions.
3. If the child is MV, unaccompanied, and identified for Special Education, set up an Educational Surrogate Parent.
4. Determine best interest for school placement in partnership between the SAUs of origin and residence. See the Best Interest Determination Interview Checklist for Parents.
5. Immediately enroll in school of residence without normally required documents, or arrange transportation for the child to remain in school of origin in partnership between SAUs.
6. Provide family, unaccompanied homeless youth, or caregiver with information on their right to Dispute Resolution.
7. Determine the child's needs to succeed in school using the Sample MV Check-In Form and Student Needs Assessment.
8. Connect to referrals based on identified needs. For unaccompanied homeless youth, see the FAFSA Unaccompanied Homeless Youth Sample Form.
