Strategic Planning and Environmental Programming

The Office of Substance Abuse (OSA) awarded 12 grants for county level strategic planning and environmental programming for substance abuse prevention under the Substance Abuse and Mental Health Services Administration’s Strategic Prevention Framework State Incentive Grant. All twelve awardees completed County wide substance abuse prevention strategic planning, which was phase I. Five of the twelve awardees also implemented substance abuse prevention environmental programming strategies in their county, which was phase II.

Phase I (steps 1, 2 and 3 of the SPF framework) provides resources whose purpose is to support Strategic Planning in such a way as to establish and/or strengthen a coordinated county-level prevention infrastructure that will:

  • Build partnerships across existing community coalitions, organizations, agencies, schools, and other partners;
  • Build on the strengths that already exist in the local prevention infrastructure; and
  • Begin to fill gaps where there are communities and/or subpopulations that are not served sufficiently by existing prevention programs and coalitions.

York - Day One

 

Phase II (step 4 of the SPF framework) provided resources to concurrently implement an environmental strategies to address underage drinking. The environmental strategies targeted enforcement and at least two other intervening environmental factors identified in Maine's strategic plan.
