Program Overview

On July 11, 2023, the 131st Maine Legislature, in concert with Governor Mills’ Administration, enacted legislation that created a $31 million grant program to support the EMS system throughout the State of Maine.

M.R.S. Title 32 Chapter 2-B §98. Emergency Medical Services Stabilization and Sustainability Program

The Maine Emergency Medical Services Stabilization and Sustainability Fund, as it is called, is broken into two distinct phases.  The funding and application processes are unique for each phase of the grant program.  Once the Stabilization phase was developed and implemented, work began on the Sustainability phase.

Maine EMS seeks to support this mission by ensuring that funding is used in a responsible and sustainable manner.


Stabilization Grant Program

1. EMS Stabilization Grant

  • The Stabilization Program was Phase 1 and was intended to be rapidly deployed and source emergency medical services (EMS) agencies experiencing significant financial woes with temporary fiscal support to ensure that all Mainers and visitors to the State continue to receive high-quality EMS care. The funding became available on October 26, 2023 and the EMS Board passed an emergency rule on December 6, 2023 allowing Maine EMS to proceed with the $12 million dollar Stabilization component of the grant program.  The Stabilization Grant Funding Program application period opened and began accepting applications on December 13, 2023, began awarding funds on February 12, 2024, and the application period closed on May 21, 2024.  The grant period will close April 30, 2025.

Sustainability Grant Program

2. EMS Sustainability Grant

  • The $19 million dollar Sustainability component of the grant program is Phase 2 and due to last minute legislative changes, required a rules chapter creation.  This Rules chapter was developed and open for comments from August 21, 2024 until October 15, 2024.  Due to changes from public comment, the chapter was modified and reopened for public comments for these changes from January 14, 2025 through February 14, 2025.  The final version was approved by the Maine EMS Board, reviewed by the Maine Attorney General, and released by the Maine Secretary of State as final on February 25, 2025.  After Maine EMS Board approval of the application process (as required in the rule), the application period opened on March 17, 2025.
