The State of Maine Department of Education is seeking proposals for two initiatives funded under ESEA/NCLBA Title IID – ARRA; A Professional Development (PD) RFP # 200911555 and Researching Open Educational Resources RFP #200911556

The first request for proposals, RFP # 200911555, is for developing and providing professional development statewide for using open education resources to support the integration of technology in teaching and learning of Maine’s Learning Results (MLR) Parameters for Essential Instruction. The grant recipients will be responsible for fostering the ongoing use of LearnCentral.com to support and encourage further dialogue regarding the creation and use of open educational resources. The Department anticipates awarding contracts totaling $450,000.00 under this RFP.

The second request for proposals, RFP #200911556, is to research and identify open educational resources (OER) to support the integration of technology in teaching and learning in seven of the Maine Learning Results (MLR) Parameters for Essential Instruction including Career Preparation, Health Education/Physical Education, Mathematics, Social Studies, Science and Technology, Visual and Performing Arts and World Languages. The Department anticipates awarding seven $50,000 grants.

The grant recipients will be responsible for fostering the creation of and/or further development of an on-going statewide content area learning network that can support and encourage further dialogue regarding the creation and use of open educational resources. The Department anticipates awarding nine grants of $50,000 each. Only school administrative units meeting certain poverty guidelines can submit proposals, but collaborative proposals developed in cooperation with other SAUs, related organizations and institutes of higher education are allowed.

LearnCentral will be the networking tool for the Title IID ARRA Open Educational Resource initiative.
 
LearnCentral is a new social learning network for education, sponsored by Elluminate. This free, open environment represents the next step of combining asynchronous social networking and the ability to store, organize, and find educational resources.


LearnCentral is for any educator who wants to find and connect with like-minded colleagues to share content, develop best practices, and collaborate on a statewide and global level.  Teachers can register for an account by visiting the LearnCentral website http://www.learncentral.org/

Written questions can be submitted until December 14, 2009. Answers will be posted to the Department website by the close of business December 14, 2009.

A Letter of Intent is requested for both RFPs and due December 11, 2009. A copy of the Letter of Intent appears on page 8 of each RFP.

Completed proposals must be received no later than 2:00 p.m. local time December 22, 2009 at the following address: Division of Purchases, Burton M. Cross Building (Fourth Floor); 111 Sewall Street; 9 State House Station, Augusta, ME  04333-0009.  Faxed proposals are not accepted. 

Proposals submitted in response to the first RFP , # 200911555 “ for OER Professional Development must be clearly marked “NCLBA Title IID ARRA PD RFP.”

Proposals submitted in response to the second RFP, #20911556, must be clearly marked “NCLBA TitleIID ARRA RFP.”

Proposals received after 2:00 P.M. local time will be rejected, without exception.
