Year-End Report of Special Purpose Private Schools (CARES) EF-S-10

Special Purpose Private Schools are required to file the CARES Package (Year End Report for 2010-11) to the Maine Department of Education by August 31, 2011. Below are the required forms and instructions.


  • August 31, 2011. Cost reports for the prior fiscal year, along with the budget for the current year, must be received by Special Services.
  • October 1, 2011. Maine DOE will confirm the rate for the current year.
  • January 15, 2012. All private schools required to notify Maine DOE of anticipated increases or reductions (5 percent, greater or less).
  • February 15, 2012. Administrative Letter of the estimated rate for the following fiscal year will be mailed to all School Administrative Units and all private schools, based on the submitted budget for the current year.

Important Note for FY 2012

The Rate Setting Committee made a determination, in order to make rates more consistent among all Special Purpose Private Schools, that any costs for related services will no longer be included in the rate setting formula.  For related services such as physical therapy, occupational therapy, speech therapy and behavioral health services, programs will bill the appropriate party: MaineCare, the sending school, or – for state agency clients/state wards, the Maine Department of Education. For purposes of historical cost comparisons, please continue to report on MaineCare revenue and expenditures in the appropriate column. Do not comingle the costs or the revenues with any line item that will be used to calculate the educational tuition rate.

The Division of Purchases is requiring that each Special Purpose Private School has a contract with the Maine Department of Education in order to receive payment for state agency clients and/or state wards.
