SUBJECT: Major Capital School Construction Applications – 2004-2005 Rating Cycle: Extend the Approved Projects List (formerly known as the Special Priority List) to Include Additional Projects from the 2004-2005 Priority List
On March 28, 2006, the Legislature enacted emergency legislation to amend MRSA §15905, sub-§1, A, to increase the Maximum Debt Service Limit. The new totals are:

The current Approved Projects List (Special Priority List) was approved by the State Board of Education on August 10, 2005, to include projects from the Priority List from Project #1 through Project #13. The State Board of Education’s Chapter 61 (amended, effective July 11, 2006) – Rules for Major Capital School Construction Projects, Section 5, states: “The number of designated projects for funding will be determined by available resources. Should resources permit, additional projects may be approved by the State Board and they shall be selected from the Final Priority List.”
The Department’s School Facilities Services Team has analyzed potential costs of additional projects and has recommended adding the next seven (7) projects, in priority order, to the Approved Projects List for Rating Cycle 2004-2005.
On July 12, 2006, the State Board of Education approved the Department’s recommendation to add the following school systems to the Approved Projects List for Rating Cycle 2004-2005, effective August 1, 2006.
All projects added to the Approved Projects List must have Concept Approval by 12/31/08.
