FROM: Susan A. Gendron, Commissioner

RE: Chapter 13, Qualifying Examinations for Teachers and Administrators
The State Board of Education is proposing amendments to Chapter 13, Qualifying Examinations for Teachers and Administrators. The rule contains the assessments for teachers, educational specialists, and administrators seeking initial certification.
Proposed amendments provide for the inclusion of the PRAXIS II content examinations and the respective passing score for each, and the Principles of Learning and Teaching examination for alternative pathway candidates for certification, and the Career and Technical Education endorsement (9-12). The rule is further amended to change the current PRAXIS I (PPST) passing score to a composite score to represent a total score for the three (3) sections of the PPST (Reading, Writing, and Mathematics) with a minimum score for each section. The rule explicitly waives the PPST and PRAXIS II assessments for applicants seeking an initial Native Language endorsement. The chapter name has been amended from “Chapter 013, Qualifying Examinations for Teachers and Administrators” to “Chapter 13, Qualifying Examinations for Teachers, Educational Specialists, and Administrators.”
