FROM:             Susan A. Gendron, Commissioner of Education

RE:                   Consent Agreement:   Assurance of Discontinuance/Assurance of Voluntary Compliance by Maine Attorney General and National Research Center for College and University Admissions (NRCCUA)

The following information is being provided to local school officials to keep you informed of a recent consent agreement made between the Maine Attorney General, as well as several other State Attorney General Offices around the country, and the National Research Center for College and University Admissions (NRCCUA).

The reason for the assurances contained in this agreement is that NRCCUA was collecting student information via a “Post Secondary Planning Survey” which was distributed to high school teachers and guidance counselors.   While it was believed that this personally identifiable student information was only being shared with colleges, universities, and other educational entities, the information was actually made available to other non-educational commercial interest.   You may find the entire “Assurance of Discontinuance/Assurance of Voluntary Compliance” at:

I’d also like to caution and to remind each of you of the need to scrutinize requests for personally identifiable information from outside entities.   If you have additional questions about this consent agreement, please contact Assistant Attorney General Linda Conti by phone at 626-8800 or via e-mail at linda.conti@maine.gov
