The U.S. Department of Education, Office of Elementary and Secondary Education, Academic Improvement and Teacher Quality Programs has released a revised and expanded version of the No Child Left Behind Improving Teacher Quality State Grants Non-Regulatory Guidance.  This Guidance incorporates the sections on highly qualified teachers that were released on September 12, 2003, with newly revised sections that pertain to the administration of the Title II, Part A program.  This revised Guidance provides clearer information than prior versions and contains answers to many of the questions raised by states during the past year about teacher quality and the administration of the Improving Teacher Quality State Grants program.
