RE:                  Homeland Security Funding

As you may be aware, the State of Maine will receive significant funding from the federal Department of Homeland Security in FY 2004 for use in furthering the State’s homeland security efforts.  The Maine Emergency Management Agency (MEMA) manages these funds.  Pursuant to federal law, most of the funds are distributed through the counties and municipalities.  It is the counties and municipalities that make specific decisions about how to use these funds.

In distributing the federal FY 2004 funds, the Governor, through MEMA, will encourage counties and municipalities to consider the security of our schools as a high priority.  School administrators are encouraged to contact the appropriate local officials and discuss funding for planning, training and equipment purchase activities that are appropriate for your schools.  I believe that a relatively modest investment will make a big difference.  You will find useful information on the MEMA web site, http://www.maine.gov/mema/

Information on FY 2004 funding will be posted on the MEMA site in the near future.  I suggest your first contact should be your county Emergency Management Agency director.  He or she will be able to direct you to a municipal contact where appropriate.

Thank you for your commitment to assuring that our schools provide all Maine students with safe learning environments.
