I am pleased to announce the availability of a new teacher certificate.† Developed by the State Board of Education and approved by the Maine State Legislature during the recent legislative session, the "Targeted Need Certificate" is intended to address the critical shortage areas of special education, foreign languages, industrial arts, secondary mathematics, secondary life science, secondary physical science, and speech and language, and eliminate, in most cases, the need to seek waivers to certification.
Eligible candidates for the Targeted Need Certificate would be those who have a bachelorís degree from an accredited college or university and are not eligible for a conditional or transitional endorsement. The teacher would need to be assigned a support team and complete at least six semester hours annually of the coursework leading towards a provisional certificate.† As long as the teacher is taking coursework, the Targeted Need Certificate can be renewed twice
It is hoped that the Targeted Need Certificate will serve to attract and retain potential teachers who have a strong grounding in a content area or discipline, but may not have acquired a preparation for teaching through traditional routes or teacher preparation programs.
As you engage in this "hiring season" and are facing the filling of positions in critical need areas, I encourage you to direct your teacher candidates, who may not be eligible for conditional or provisional certification, to the Targeted Need Certificate.† If you have already issued a request for a waiver for a particular candidate, you may be contacted by the Certification Office regarding the issuance of a Targeted Need Certificate instead of granting a waiver.†
