SUBJECT:      2000-2001 Northeast Dairy Compact School Reimbursement Program

 

 

The Maine Department of Education and the New England Dairy Compact have entered into a third Memorandum of Understanding pursuant to 7CFR1301.13, relating to the requirements of school food authorities with Compact Over-order Price Regulation paid on milk sold in eight (8) ounce containers to schools.

 

The rule applies to “all fluid milk distributed by handlers in eight ounce containers” under open and competitive bid contracts.  The rule provides financial reimbursement to school food authorities, as defined by 7CFR2102.2 to the extent they can demonstrate and document that the cost of milk has been increased by the Compact Over-order Price Regulation.

 

To be eligible for reimbursement under the ruling, school food authorities will need to require their milk vendors to complete the Vendor Documentation Form.  School Food Authorities may require vendors to list separately the eight ounce milk products eligible for reimbursement from other products the vendor supplies.

 

School food authorities wishing to enroll must complete the Enrollment form and the Vendor Documentation and return the completed forms to the Department of Education by January 4, 2001.  In addition, each school food authority enrolled in the reimbursement program shall submit a Reimbursement Claim Form to the Department of Education, School Nutrition Program no later than July 5, 2001 for all milk purchases for the school year.  Reimbursement under this program will be made in one payment to the school food authority after October 2001.  All supporting documentation of claims for reimbursement must be maintained for three years.
